Death penalty sa mga korap na opisyal ipinanukala sa Kongreso

Isinusulong sa Kongreso ang House Bill No. 11211 na naglalayong patawan ng parusang kamatayan sa pamamagitan ng firing squad ang mga opisyal ng gobyerno na napatunayang nagkasala ng katiwalian.

Inihain ni Zamboanga Rep. Khymer Olaso ang panukalang batas na layong parusahan ang mga opisyal ng gobyerno na sangkot sa graft, malversation ng pondo ng bayan, at plunder, kung ang halagang sangkot ay hindi bababa sa ₱50 milyon.

“While the death penalty was previously abolished under Republic Act No. 9346, the gravity of corruption as a crime against society justifies its reintroduction for specific heinous offenses. This measure is aimed at restoring public trust in government institutions, deterring potential offenders and ensuring that justice is served for the Filipino people, who bear the brunt of corruption’s devastating impact,” saad sa explanatory note ng panukala.

Sakop ng panukala ang mga halal at hinirang na opisyal mula sa tatlong sangay ng gobyerno, constitutional commissions, government-owned and controlled corporations, pati na rin ang AFP at PNP.

“The imposition of the death penalty for these crimes is grounded in the principle of retributive justice, recognizing the magnitude of harm inflicted by corrupt practices,” dagdag pa nito. 

Ayon sa panukala, maipapatupad lamang ang firing squad kapag aprubado ng Korte Suprema ang hatol, dumaan sa mandatory review, at nagamit na ng akusado ang lahat ng legal na remedyo. Layunin nitong matiyak na ang parusa ay maipapataw lamang kung tiyak at lubos na napatunayan ang kasalanan.

Matatandaang ang unang death penalty sa bansa ay sa pamamagitan ng lethal injection na ipinatupad noong panahon ng dating Pangulong Fidel Ramos.
