3 neophyte Cavite solons finish crash course on lawmaking

The three-day training program is meant to teach the newbie and returning lawmakers the basics of legislation prior to beginning their work at the lower chamber.

Three neophyte congressmen from Cavite completed an executive course intended to orient them to the process of legislation in the 19th Congress.

First district Rep. Jolo Revilla, third district Rep. Aj Advincula, and eighth district Rep. Aniela Tolentino were among the first-time lawmakers who graduated from the crash course.

Presidential son and Ilocos Norte First District Rep. Sandro Marcos also completed the course as part of the third and final batch of neophyte lawmakers.

The course is described as a “three-day training program held prior to a new Congress to offer support to both neophytes and returning members so that they can be acquainted with the ins and outs of the House of Representatives.”

It was organized by the lower chamber in collaboration with the University of the Philippines-National College of Public Administration and Governance (UP-NCPAG).

Priority bills filed by neophyte Cavite solons for the 19th Congress

Jolo is the son of Senator Ramon ‘Bong’ Revilla and Second District Rep. Lani Revilla. His pet bills as a congressman for the 19th Congress include the following:

  • An Act Upgrading the Kawit Kalayaan Hospital in Kawit Cavite to a District Hospital and Increasing Its Bed Capacity to One Hundred
  • An Act Increasing the Tax on Idle Lands
  • An Act Creating the Position of Barangay Nutrition Worker in Every Barangay and Providing Incentives
  • An Act Providing for the Magna Carta for Barangay Officials
  • An Act Providing for the Magna Carta for Barangay Health Workers
  • An Act Providing for a Php 150.00 Daily Across-the-Board Increase in the Salary Rates of Employees and Workers in the Private Sector
  • An Act Postponing the December 2022 Barangay and Sangguniang Kabataan Elections
  • An Act Mandating and Institutionalizing Roll Over Data Allocation Scheme and Providing for Penalties
  • An Act Establishing a Special Economic Zone in the City of Cavite, Province of Cavite, Creating for the Purpose the Sangley Point Special Economic Zone Authority
  • An Act Granting Sanitary Leave of One Day a Month with One Hundred Percent Daily Renumeration to All Female Employees

Aj, the son of Imus Mayor Alex Advincula, also filed his proposed measures for the incoming Congress which are as follows:

  • Health Care Act for Brgy. Nutrition Scholars, Brgy. Health Workers, and Brgy. Tanods of 2022
  • An Act Amending Sec. 10 of R.A. 10161 otherwise known as the Charter of City of Imus
  • An Act Transferring the Management, Supervision, and Control of the Ospital ng Imus from the City of Imus, Province of Cavite to the Department of Health
  • An Act Converting the Daang Hari Imus Cavite into a National road and Appropriating Funds therefor
  • An Act Converting the Road Situated in Imus Boulevard into a National Road and Appropriating Funds therefor
  • Standard and Unified Electronic Toll Collection System of 2022

Meanwhile, Aniela is the eldest daughter of Philippine Olympic Committee President and Tagaytay City Mayor Abraham ‘Bambol’ Tolentino and Agnes Tolentino. She likewise gave a list of her priority bills:

  • An Act Creating a Regional Trial Court Branch in Alfonso, Cavite
  • An Act Declaring September 7 as “Emiliano Riego De Dios Day” in Maragondon, Cavite
  • An Act Declaring “Liberators Guerilla Day” in Maragondon, Cavite

The 19th Congress is set to be officially opened by President Ferdinand Marcos Jr. during a joint session of the House of the Representatives and Senate on July 25.
